The Connecticut Safe Harbor Law Protects Businesses From Being Sued In Case of a Data Breach
Connecticut is one of just a handful of states that enacted a Safe Harbor Law. Under this law, PA 21-119, any business that implements a robust cybersecurity program for their business is "exempt from punitive damages”, and those that don't, the law states that the company will be held liable.

If companies operating in the state of Connecticut maintain a comprehensive cybersecurity program, then the Superior Court shall not assess punitive damages.
